The staff of Miller-Dodson includes Architects and Engineers with diverse and varied backgrounds across numerous disciplines.

James E Piper, PE, PhD, RS:  Dr. Piper possesses more than 30 years of experience in the fields of energy management, facilities maintenance, and facility assessment. He is a Registered Professional Engineer who has developed and implemented both assessment and maintenance management programs for facilities ranging in size from a few thousand square feet to more than ten million square feet. He has performed assessments on educational, commercial, residential, and religious facilities. He is a Senior Engineer and Reserve Specialist (RS) with the Firm of Miller-Dodson in Annapolis, Maryland, and has performed over 350 Reserve Studies and Transition Warranty Inspections. Mr. Piper has earned the designation of Reserve Specialist through the Community Associations Institute (CAI).

Dr. Piper received his bachelor’s degree and Master of Science degree in mechanical engineering from the University of Akron, and his PhD in educational administration from the University of Maryland. Dr. Piper has published more than 400 books and articles on a wide range of facilities management topics, including his latest book titled Handbook of Facility Assessment, a 449-page text published in 2004 by The Fairmont Press.

Richard C. Truesdell, PE, RS:  Mr. Truesdell holds a Masters Degree in Engineering from Purdue University. A Registered Professional Engineer, Mr. Truesdell has experience in all phases of capital project planning, design, contract administration, and inspection of public and private facilities. As a Senior Engineer, he has completed multiple facilities engineering studies, life cycle cost studies, reserve studies, and analysis of repair versus replacement of facilities and systems. Mr. Truesdell has earned the professional designation of Reserve Specialist (RS) through the Community Associations Institute. Mr. Truesdell is currently a Senior Engineer and Reserve Specialist with Miller-Dodson and has performed over 300 Reserve Studies and Transition Warranty Inspections.

William Bruce Bennett, RS:  Mr. Bennett holds a Bachelor of Architecture degree from the Georgia Institute of Technology and attended the Architecture Doctoral Program, Technishe University, Hannover, Germany as the recipient of the 1974 World Student Fellowship. As a licensed General Contractor in Virginia, as well as president of Wm. Bennett Associates, Inc., a design/build firm, Mr. Bennett has hands-on experience with most construction methodologies including wood frame, masonry, light metal, and concrete. Mr. Bennett has earned the designation of Reserve Specialist (RS) through the Community Associations Institute (CAI).

In 1991, Mr. Bennett developed the first software for the Replacement Reserve – Cash Flow Funding Method to receive general industry acceptance. Subsequently, he has developed multiple new and innovative approaches that have made the complex issues of Replacement Reserve Funding more understandable. In 1998, Mr. Bennett developed the new “RSTUDY” Replacement Reserve Study software, which is still widely recognized as the most effective reserve-planning tool available to community associations to date. Amongst the important improvements are the graphical presentations, which clearly illustrate the long-term trends and effects of Replacement Reserve funding.

Ronald J. Williams, PE, RS:  Mr. Williams holds a Bachelors Degree in Mechanical Engineering from the City College of New York and a Masters Degree in Factory Management from Columbia University. As a licensed Professional Engineer in New York, Maryland, and Virginia, he has prepared Replacement Reserve Studies for condominium associations for over 20 years. Mr. Williams was a member of the inaugural Reserve Professionals Designation committee who developed the requirements for the Reserve Specialist designation. He spearheaded a group of reserve analysts and accountants to develop the Cash Flow concept and introduced it to the Community Associations Institute (CAI) at their 1989 National Conference. This effort, which produced the Cash Flow Method, is now the most widely accepted standard for the industry.

William I. Scrivens, RS:  Mr. Scrivens holds a Bachelors of Science Degree in Civil Engineering, with an emphasis in structures, from the Pennsylvania State University. Mr. Scrivens has over sixteen years of experience in structural design and inspection, and has personally performed well over 1,500 inspections on wide variety of municipal, military, religious, educational, and private facilities throughout the United States. He is currently a Reserve Specialist (RS) for Miller-Dodson and has earned the designation of Reserve Specialist through the Community Associations Institute (CAI).
